What is the New Computerised Transit System (NCTS)?
The New Computerised Transit System (NCTS) is an electronic system used to accept and process electronic transit declarations. It was designed to replace the previous, paper-based CT system and to provide better management and control of Community and Common Transit. It is adopted by all EU Member States, the EFTA and V4 countries, and its use is also a condition of accession for those countries shortly to join the EU.

What is NCTS5?
NCTS5 refers to Phase 5 of the New Computerised Transit System (NCTS). This electronic system must be adopted by all members of the Common Transit Convention (CTC) during 2024. NCTS5 is an updated system for traders to submit transit declarations electronically, and remain compliant with all relevant Customs & Excise procedures. This helps to ensure the safe and legal movement of goods between CTC member countries and the transportation of goods in and out of Great Britain, maintaining a reliable electronic declaration system for traders to use.
Who needs to use NCTS?
Traders that are transporting goods manufactured outside of the UK/EU to their final destination within the UK/EU must use the New Computerised Transit System (NCTS). Traders moving EU Community goods across borders within the EU may also need to use NCTS.
Any shipments you send will be assigned a movement reference number (MRN), which can be printed as both a numeric code, and a barcode. If you do not have the ability to print C&E compliant barcodes at your business premises, this can also be done at the customs office of departure for your shipment.
What is the common transit procedure?
Common customs transit procedures refer to the protocols put in place that allow goods to move efficiently between Common Transit Convention (CTC) member states. This shared system specifies what documentation shipments require to pass between member countries with minimum delays, whilst remaining compliant with relevant customs laws and regulations.
The common transit procedure is shared by countries within the European Union, as well as the United Kingdom, and other member countries such as Turkey, Serbia, and Ukraine.
How do I access NCTS in the UK?
NCTS can be accessed via the Online Service section of the HMRC website or using purpose-built customs software. You will need to create a trader’s account to access this service, using your Government Gateway User ID and Password. If you do not have these, you will need to register for this service, in order to begin using the NCTS.
