What is the Goods Vehicle Movement Service (GVMS)?

The Goods Vehicle Movement Service (GVMS) is a system developed by the UK government to manage and facilitate the movement of goods between the UK and the European Union (EU). GVMS ensures that all necessary documentation, such as customs declarations and safety and security information, is provided in advance of a goods vehicle arriving at its destination. The main benefit of the GVMS is the reduction in need for physical checks at borders, minimizing the potential for disruption and delays caused by customs procedures. The GVMS was introduced in January 2021, and has now been implemented at several UK ports. How do I register for GVMS?

In order to register for the Goods Vehicle Movement Service (GVMS), you must apply online via the .GOV UK website at the earliest opportunity, to prevent delays to your shipments or overall operations. You will need to have your government gateway User ID and password to register for the service — or, in some cases, a customs agent can register on your behalf.

Who can register for GVMS?

Any trader that wishes to import or export goods between the UK and other countries should registers for the GVMS service, if they wish to use ports that operate using this system. It is intended to save time, by allowing shipments of goods with pre-lodged documents to be released immediately, making it beneficial to both traders and customs officials.

What are movement reference numbers (MRNs)?

A movement reference number (MRN) is a unique customs identification number, which is created each time a new import or export declaration is created and submitted via the Customs Declaration Service (CDS). If the port you are sending or receiving the shipment from are using the Good Vehicle Movement Service (GVMS), the haulier must add the MRN to the Goods Movement Reference (GMR) before the shipment is checked in. 

MRNs consist of 18 digits, which are made up of the year, country code, and an additional reference number generated by the CDS.

How do I get a goods movement reference number?

To generate a goods movement reference number (MRN), you must successfully submit an import or export declaration to the Customs Declaration Service (CDS). If the declaration submission is successful, an MRN number will be automatically generated, and used as part of the customs process for your shipment.

Which ports in the UK use GVMS?

There are a number of high-volume ports in the UK which are using the GVMS, including Dover, Liverpool, and the Eurotunnel. However, you can find a full list of UK ports which are utilising the GVMS on the official .GOV website.

Do I need GVMS to bring goods into Ireland from the UK?

The following ports in Northern Ireland use the GVMS, and traders will therefore need a movement reference number (MRN) to ensure these are processed successfully: Belfast, Larne, and Warrenpoint.

To move goods between the UK and the Republic of Ireland, you will also need to register with the GVMS, unless you are moving goods using a UK inventory-linked port which does not utilise the GVMS.
