1. Introduction
As part of the Union Customs Code (UCC) Work Programme, Revenue, working collaboratively with all stakeholders, traders and software companies had planned to deploy NCTS-P5 on 25 September 2023. NCTS-P5 will replace NCTS-P4 for the electronic processing of transit declarations.
2. Update
Revenue has recently received proposals from the EU Commission, DG TAXUD, for changes to the NCTS-P5 specifications. The requested changes primarily impact the business and technical rules. It is also now planned that all transitional rules will remain applicable until 2 December 2024 to ensure the operational continuity of transit in Europe.
Given the foregoing and to allow adequate time for Revenue to implement the final changes into our systems, the new NCTS-P5 system will not now become operational until early November 2023. The migration window to facilitate trade with the move from NCTS-P4 to NCTS-P5 is also extended.
The new relevant dates are as follows:
- Go-Live of NCTS-P5 – 6 November 2023
- End of Migration Period – 5 February 2024
Revenue will continue its engagement with the businesses concerned to facilitate and support them being fully operational in NCTS-P5 no later than 5 February 2024.
